Any elector of the city may quality for election to one (1) of the five (5) council seats by a petition signed by twenty-five (25) or more electors of the city. An elector may qualify and run for only one (1) seat in any given election. Each petition shall name the individual, the particular council seat sought, and the election date. Each candidate so qualified, shall sign a sworn statement that the candidate shall serve if elected. The signatures shall be executed in ink or indelible pencil. Each signed shall indicate next to the signature, the date of the signing and place of residence.

Candidates must file the petition by noon on August 15 prior to the date of election. If this day should fall on a Saturday, a Sunday or a legal holiday, then the petition is required to be filed by noon on the next working day following August 15.
